Shallow work is not synonymous with time wasters. Any business still has a large share of shallow work that needs to be done. Phones and emails need to be answers, product ordered, papers filed, and so much more.

I agree that you will increase your productivity by focusing on deep work and not letting the shallow work distract you from it, but you can't eliminate it from your business (or your home life, either. Clothes still need to be folded, dishes washed, and mouths fed.)

Someone still needs to do the shallow work. It cannot be eliminated.
